Montana Human Rights Network

The Montana Human Rights Network is a grassroots, membership-based organization of over 1,400 members and seven local groups. The Network's mission is to promote democratic values such as pluralism, equality and justice; to challenge bigotry and intolerance; and to organize communities to speak out in support of democratic principles and institutions.

Project

USHRF is providing MHRN with a project grant to support their Building a Movement for Economic Human Rights program.  This project will build on MHRN's ongoing state-based advocacy and organizing around health care as a human right. MHRN will accomplish two major policy objectives for this project.

Last year, the County Board of Health in Helena, MT passed a resolution declaring healthcare a human right, and called for the creation of a task force to make the county a "universal health care zone."  During this grant term, MHRN will research and formulate policies that increase access to healthcare for county residents, and will create a campaign to educate the public on the human right to healthcare.

In partnership with the NHeLP/NESRI health collaborative, MHRN has drafted a piece of regulartory reform legislation for the private insurance industry called a Medical Loss Ratio (MLR).  MHRN will work to ensure that the legislation is passed, requiring that a certain percentage of the premium paid for health insurance policies goes toward providing care and serving as a cap on insurance companies by limiting what they can designate as "administrative costs."
